Request for Proposals - Construction Manager at Risk – Middleborough Gas and Electric Department Customer Service Center and Electric Operations Building
(Pre-Qualified Firms Only)

Pursuant to G.L. c. 149A, the Middleborough Gas and Electric Department (MGED) is soliciting proposals from Construction Management at-Risk (CM at-Risk) firms for the construction of a new 12,500 s.f. Customer Service Center and Electric Operations Building. Proposals will only be accepted from firms that submitted Statements of Qualifications for the project under a previous advertisement and were pre-qualified by the Pre-Qualification Committee.

The project involves the renovation of the existing building located at 37 Wareham Street, Middleborough, MA and the construction of two building additions. In sum, MGED seeks to:

convert the existing historic building to include a customer service center on the first floor with offices, meetings rooms, and a kitchen on the second floor;
construct a new single-story building to house the electric operations facilities, including the substation and grid management facilities, locker rooms, and materials stockroom and a loading dock; and
construct a two-story transition building linking the historic building with the new electric operations building with office spaces, conference rooms, and clerestory lights that will provide vertical transportation between the existing and new buildings. Site improvements include, but are not limited to, new driveways and parking lots, security fencing, and landscaping.

The estimated value of the CM at-Risk contract is $17,000,000.

The Scope of Work includes:

Preconstruction Phase: Reviewing and recommending schedule changes, reviewing design and construction documents, preparation of cost estimates and performing value engineering estimates, leading project meetings, participating in reviews, preparing scope of work and procurement assistance, and developing a tracking system;

Construction Phase: Supervising all work, monitoring and managing trade contractors and subcontractors, implementing procedures and developing and implementing a change order control system, establishing and implementing quality control and safety programs, recordkeeping, preparing various reports; scheduling, verifying completion and compliance, preparing punch lists, BIM modeling, and commissioning; and

Post-Construction Phase: Developing and implementing procedures, testing, preparing, delivering, and ensuring compliance with warranties, training, and administering close-out process, and resolution of claims and disputes.

Designer: Weston and Sampson.
Project Schedule: Preconstruction services to begin Spring 2024 with project completion scheduled for Fall 2025.

Proposals must be submitted to MGED at 32 South Main Street, Middleborough, MA 02346 no later than 1:00 PM on Wednesday, March 13, 2024.

An optional briefing session will be held on February 22, 2024 at 10:00 A.M. at the MGED Electric Operations Building, 37 Wareham Street, Middleborough, MA. Participation in this session is strongly recommended to assist in understanding the full scope of the project.

The RFP is the second phase of a two-phase procurement process, which prequalified CM at-Risk firms that are now invited to submit a proposal in response to this RFP. Seven firms submitted Statements of Qualifications; all were evaluated and six were determined to be Qualified.

Please note firms MUST be pre-qualified to submit a Proposal.

Prospective respondents shall not communicate with any person or entity participating in the Prequalification Committee at any time during the RFP process except as may be expressly permitted by the RFP.

Pursuant to M.G.L. Ch 131, the Wetlands Protection Act, the Lakeville Conservation Commission will hold a public hearing on February 27 at 7pm at the Lakeville Police Station, 323 Bedford Street, on a Request for Determination of Applicability. The applicant, Adel Assaad, is proposing to License and Maintain an Existing Dock Boat Lift, and Jet Ski Lift, .
The project is located at 1 MONA Street and is also identified as Assessor’s Map 039, Block 001, Plot 001.

NOTICE OF PUBLIC HEARING

Pursuant to M.G.L. Ch 131, the Wetlands Protection Act, the Lakeville Conservation Commission will hold a public hearing on 3/12/2024 at 7pm at the Lakeville Police Station, 323 Bedford Street, on an
amendment for an Order of Conditions. The applicant, Middleborough-Lakeville Herring Fishery Commission, is proposing an additional 2,000-feet for weed removal at its roots, of non-native and invasive water milfoil using an EcoHarvester. The project is located in the upper Nemasket River.

The Department will consider all written comments on this Waterways application received by within 30 days of the “Notification Date”. Failure of any aggrieved person or group of ten citizens or more to submit written comments to the Waterways Regulation Program will result in the waiver of any right to an adjudicatory hearing in accordance with 310 CMR 9.13(4)(c). The group of citizens must include at least five citizens who are residents of the municipality in which the proposed project is located.
