The Select Board will hold a public hearing in the Select Board’s Meeting Room at the Town Hall, 10 Nickerson Avenue, Middleborough, MA on Monday, January 22, 2024 at 7:50 PM, for the purpose of discussing an application filed by Outback Engineering for a Special Permit under the Water Resource Protection District By-Law to allow for the construction of a 20’ wide paved access drive through the 25’ wetland buffer zone resulting in 376 sq ft of wetland filing. The property is located at 16 Vernon Street, in the General Use (GU) and in Water Resource Protection District (WRPD) Zone 4. This is shown on Assessors Map 037, Lot 3069. Anyone wishing to be heard on this matter should appear at the time and place designated.

NOTICE OF PUBLIC HEARING

Pursuant to M.G.L. Ch 131, the Wetlands Protection Act, the Lakeville Conservation Commission will hold a public hearing on January 23rd , 2024 at 7pm at the Lakeville Police Station, 323 Bedford Street, on a Notice of Intent filing. The applicant, James & Mary Welch Trustees, are proposing to upgrade the failed septic system with the proposed septic tank and pump tank within 100’ of Long Pond due to existing plumbing location.

The project is located at 26 Central Ave and also identified as Assessors Map 042 Block 024 Lot 003

CENTER STREET AND NORTH MAIN STREET
WATER SYSTEM IMPROVEMENTS

Sealed bids for furnishing the following item will be received at the Office of the Department of Public Works, 65 Sachem Street, Middleborough, MA 02346 until the time specified below, at which time the bids will be publicly opened and read.

The Project consists of the installation of approximately 11,500 linear feet of ductile iron water main along Anderson Avenue, Center Street, and North Main Street to replace the existing water main.

Plans and specifications will only be available electronically on or after January 17, 2024. Information and Bidding Documents for the Project can be found at the following designated website: www.wright-pierce.com/projects. Bidding documents may be downloaded from the designated website at no cost.

To be considered a responsive Bidder, the Bidder shall have obtained at least one set of Bidding Documents from the Issuing Office using the name that is to appear on the Bid Form. The designated website will be updated periodically with addenda, lists of plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. It is the Bidder’s responsibility to check the designated website for addenda.

Bids will be opened at the Middleborough Department of Public Works facility located at 65 Sachem Street, Middleborough, MA 02346 on February 8, 2024, at 2:00 pm. Each Bid must be accompanied by a bid security consisting of a BID BOND, CASH, or, CERTIFIED CHECK issued by a responsible bank or trust company in the amount of 5% of the bid price.

A performance bond in an amount equal to 100% of the total amount of the contract price with a surety company qualified to do business in the Commonwealth of Massachusetts will be required for the faithful performance of the contract, as well as a labor and materials bond in an amount equal to 100% of the total contract price.

All bids for this project are subject to applicable public bidding laws of Massachusetts, including, but not limited to G.L. c.30, §39M.

Attention is directed to the minimum wage rates to be paid as determined by the Commissioner of Labor and Workforce Development and the weekly payroll record submittal requirements under the provisions of Massachusetts General Laws, Chapter 149, Section 26 through 27D inclusive.

Selection of the contractor will be based upon bidder qualifications, including evidence of past performance in similar projects, and bid price. The contract will be awarded to the bidder deemed by the awarding authority to be the lowest responsible and eligible bidder.

The bidder agrees that its bid shall be good and may not be withdrawn for a period of 30 days, Saturdays, Sundays and legal holidays excluded, after the opening of the bids.

The Town reserves the right to waive any informalities, to accept or reject, in whole or in part any or all bids, or take whatever other action may be deemed to be in the best interest of the Town.
